Agent Control Plane 新仓库统一编码 Agent 路由、隔离与验收

Agent Control Plane 位于主 Agent 与多个编码 Harness 之间，统一 spawn、ask、review、stop 和 status。它采用规则、能力过滤、实际厂商约束及兜底路由；厂商未知时不能满足异构要求。每个子任务可使用独立 git worktree，并设置调用与日级预算。评审流程包含交叉评审、终验及分歧仲裁，verifyCommands 全部退出成功才通过，LLM 不能代替命令验收。Node22.6+ 可直接运行 TypeScript，控制面本体零运行时依赖，具体 adapter 仍需安装与授权；Web 控制台绑定 loopback。许可 MIT，项目仍处于pre-1.0阶段。
